What is a headworks facility/lift station?

The headworks facility/lift station is the first stop in Moose Jaw's wastewater treatment system. It receives wastewater from all homes and businesses across the city and removes debris, sand, grit, and other materials before it moves on to the City’s Wastewater Treatment Plant for further processing.

By protecting equipment, managing flows, and helping prevent backups during periods of high demand, the facility plays a critical role in maintaining a reliable and efficient wastewater system for the community.

Existing Facility

The existing Lift Station facility, located at the very east end of Manitoba St., was built in 1961 and has exceeded its 60-year service life.

Why we need a new facility

The existing Lift Station facility, located at the very east end of Manitoba St., was built in 1961 and has exceeded its 60-year service life.

Major components of the new facility include:

  • high-efficiency pumps and motors
  • a preliminary wastewater treatment system with fine screening and grit removal
  • a septage receiving station
  • a bulk water fill station
  • two standby generators

The new facility, to be constructed just to the west of the current Lift Station, is anticipated to be completed by Summer of 2029.

The new Crescent View Headworks Facility, once built, will:

  • Accommodate increased flow of wastewater, increasing the city’s ability to support population growth to 45,000 residents (with the possibility of expansion to accommodate up to 60,000), and residential development
  • Be situated above the regional flood elevation to mitigate flood risks
  • Decrease the risk of sewer backups, overflows, and flooding during major storm events
  • Contain mechanical equipment to better capture smaller debris that would otherwise cause premature wear of the pumps

Funding 

The Crescent View Headworks Facility is one of the largest infrastructure projects in Moose Jaw's history. City Council has approved construction of the facility, which will be funded primarily by the City, with additional support from provincial and federal infrastructure funding.

The City's total budget for this project from 2026-2029 is $73 million.

This project received over $9.7 million from the Building Communities Strong Fund Community Stream (formerly Canada Community-Building Fund). The City thanks the Government of Saskatchewan and the Government of Canada for this funding.

Key Project Milestones

  1. August 2021

    The City engaged AECOM to complete conceptual planning and design for the Crescent View Lift Station. A comprehensive assessment determined that full facility replacement provided the best value.

  2. September 2022

    Completion of 50% detailed design.

  3. December 2022 – June 2023

    Completion of Environmental Site Assessments (Phase I & II) and the Corrective Action Plan.

  4. March 2023

    Completion of 90% detailed design.

  5. 2023

    Funding applications to the ICIP and DMAF programs were unsuccessful.

  6. May 2025

    City Council approved a change order to finalize the design for tender.

  7. August 2025

    The City secured $9.75 million through the Canada Community-Building Fund (CCBF). The CCBF replaces the Gas Tax Fund. These funds will be allocated to the Crescent View Headworks Facility construction over a period of five (5) years commencing in 2026.

  8. January 2026

    Seven (7) contractors were prequalified through a Request for Qualifications (RFQ).

  9. February 2026

    Funding application under the Canada Housing Infrastructure Fund (CHIF) was unsuccessful.

  10. March 24, 2026

    City Council approved borrowing $30M over a 15-year term to fund the construction of Crescent View Headworks Facility

  11. March 25 to June 2, 2026

    Tendering period for construction

  12. July 16, 2026

    The City awarded Westridge Construction Ltd. the contract to construct the facility
