Phase 2 - Safe Routes Project
The City of Moose Jaw advises residents that Phase 2 of the Safe Routes project, which includes speed limit adjustments in playground zones, is now complete.
Phase 2 included reducing speed limit to 30 km/hr in playground zones throughout the city, a two-phase project by the City’s Engineering Services department. The completion of this project now creates uniformity with the national standards set by the Transportation Association of Canada (TAC).
The City’s contractors have completed all sites included in the project. The remaining 9 sports fields and green spaces have also been completed, as well as the 4 South Hill schools that will be closing will see new playground area signage, consisting of the playground ahead warning sign only.
A reminder to residents the new speed limit is in effect year-round, from 7am to 7pm, seven days a week. The enforcement time signage is referenced as 07:00 to 19:00, known as military time, and is the standard set forth in the TAC Manual of Uniform Traffic Control Devices for Canada.
The grace period provided by the Moose Jaw Police Service in now over and ended at 11:59 pm on June 15, 2025, one month after the project started. It is expected all drivers will be aware of, and fully comply to, the new speed limit signs.
The project was approved during Moose Jaw City Council’s regular meeting on April 28, 2025. Phase 1 of the Safe Routes project took place in 2024, with 30 km/hr speed limits introduced in school zones within City limits.

School Zone Speed Limit and Sign Information
Children of elementary school age, when without parental supervision, are typically considered to be the most vulnerable due to the limited abilities to understand and anticipate vehicular traffic movements and their tendency to inadvertently enter the roadway. To improve safety within our school zones and to create uniformity with the provincial standard set by all other Saskatchewan municipalities, the City of Moose Jaw has adjusted school zone speed limits to 30 km/h. This adjustment is by far the most cost-effective traffic control mechanism applicable for all elementary and high schools in the City. The impact to drivers is literally seconds of their day as they pass through a School Zone. Examples can be seen below:
- School Zones

- All School Zones are in effect year-round, from 7 a.m. to 7 p.m., 7 days a week. The signs stating the time is referenced in military time, i.e. 7:00 to 19:00. This is a typical standard but is intentional in respect of 15 Wing – CFB and its important connection to our City.
- Some School Zone lengths have been adjusted to create a uniform expectation for drivers. New signposts and signage around school zones reflect these changes. School Zone dimensions are based on the TAC School and Playground Areas and Zones manual.
- U-turns are restricted within School Zones as per Traffic Bylaw No. 5556 as amended through Bylaw No. 5717
- Drivers will recognize they have exited a School Zone by the placement of a 50 km/h speed limit sign.
- School Areas
- Where school zone signs do not include a posted speed limit, these are considered School Areas. These areas have lower risk and consider school type, road classification, road proximity to school, location of signalized intersections, and other deciding variables.
- Drivers should treat the sign as a caution and understand that a school is in the area.
- Creating #NotoriouslySafer School Zones
- According to the Canadian Association of Road Safety Professionals (CARSP), the survival rate of a pedestrian surviving after being hit by a vehicle going 30km/h is significantly higher than at higher speeds, such as 40km/h. - All the Safe Routes to School project signage and posts have been installed in all school zones as of August 22, 2024. The 30km/h speed limit in school zones is now in effect across the city.
Street Cleaning
Street cleaning is done at least once per year for all roadways as an effort to keep our City beautiful for residents and tourists.
The City will post “No Parking” signs in affected areas the day before sweeping is scheduled. Please refrain from parking where “No Parking” placards or cones are posted between 6:00 am and 6:00 pm, until sweeping has been completed in the area. We request the cooperation of residents to obey the “No Parking” signs, as it makes street cleaning much more efficient and effective.
