Department Overview
Bylaw Enforcement Officers investigate reported compliance issues with the provisions of municipal regulatory bylaws. Reported issues can come from local citizens, other City departments, and external agencies.

Bylaw Enforcement Officers interpret bylaws, investigate regulatory matters and enforce using education, warnings, and legal formal proceedings as appropriate to each case, to ensure a safe and healthy environment for the community. Not all matters are regulated by bylaws; some issues may be regulated by Provincial or Federal acts and enforced by other authorities, or, in civil matters, not regulated at all.

Department Goal
The goal of the department is to achieve voluntary compliance through education and information, thereby ensuring a safe and healthy community. Members of the public are provided the opportunity to correct an offence before more serious enforcement action is considered. The department may need to take direct action, however, if there is an immediate health or safety concern.

The Public’s Role
It is recommended that each resident of Moose Jaw attempt to resolve their issues with their neighbours before contacting the Bylaw Department for assistance. If a neighbour is doing something that bothers you, be positive and assume the person is not aware of the problem they may be creating. When possible, neighbours are encouraged to work together to solve issues through conversations and support, such as mediation.

The Bylaw Department is not able to respond to complaints that are considered to be civil matters and non-enforceable infractions between property owners, such as tree branches overhanging into a neighbour’s yard, dandelions or natural foliage on private property, or fence and property line disputes.

Submitting a Complaint
If you believe that a bylaw infraction has occurred, you can submit your concern as follows:
  1. Provide information to the Bylaw Department, including dates, details of the potential violation, your full name, your phone number, and the specific address of where the potential violation is taking place. You have several options to submit a report:
    1. Can be submitted via the ‘Report an Issue’ feature here, or on the free City of Moose Jaw app.
    2. Can be made in person on the 4th floor of City Hall from 8:30 am to 4:30 pm Monday through Friday (excluding statutory holidays). Please note, you can call ahead at (306) 694-4553 to ensure a Bylaw Enforcement Officer is available.
    3. Can be made over the phone by calling (306) 694-4553 from 8:15 am to 5 pm Monday through Friday (excluding statutory holidays).
  1. A Bylaw Enforcement Officer will then begin an investigation into your complaint to determine if there has or has not been a breach of municipal regulatory bylaws and provide action if warranted.
    1. Due to privacy considerations, a status update of the file will not be provided to you. The matter is between the City of Moose Jaw and the private property owner, and we are obligated to protect the privacy of all parties involved.
  2. Action will be taken by a Bylaw Enforcement Officer if warranted. If no bylaw violation is determined to have taken place, no action will be taken.

The Bylaw Department addresses complaints in order of priority. Sending in multiple reports about the same property won’t speed up the enforcement process.  We appreciate your understanding as we work to ensure fair, balanced, and timely enforcement for all residents.

Please note: Anonymous complaints will not be investigated, and no action will be taken to investigate the complaint if the complainant refuses to provide contact information. All submissions received are maintained as confidential. We will not share your personal information with a neighbour or the property of concern. However, should the matter proceed to court and if required by direction of law, the City of Moose Jaw may be required to disclose the information provided.
