City Council Approves DFFH Recommendations
MOOSE JAW - At the regular meeting of Moose Jaw City Council Monday, November 26, 2018, the following decisions were made:
A report from City Manager Jim Puffalt – called “DFFH Strategic Directions” was adopted, including the following recommendations:
- THAT the Moose Jaw Downtown and Soccer/Field-House Facilities Inc. be wound down over the next year and control of the facilities become line facilities of the City of Moose Jaw.
- THAT Yara Centre and staff transfer to the Parks and Recreation Department of the City of Moose Jaw.
- THAT Mosaic Place continue as a stand-alone facility and that an RFP for Management and Operational services be advertised with the intent to sign a five-year contract with the City of Moose Jaw and that retainment of Mosaic Place staff be negotiated to transfer to the Management Company.
- THAT in the interim, Mosaic Place build better relationships with the events community to pursue events, concerts and tournaments based upon the following: a. The City Manager to have purchasing authority for either co-production or promotion with a limit of $150,000 and any show over that amount to go to an in-camera Executive Committee of City Council meeting for review and approval. b. The understanding that not every concert/event may be successful, instead success will be measured by overall yearly performance. c. The creation of an Event Reserve Cash Fund in the amount of $100,000 USD, in 2018 to cover any potential losses on events with the intent to replenish the fund from profits to maintain that $100,000 USD balance and minimize impacts during any year.
- THAT quarterly written reports be provided to City Council.
At the regular meeting of Executive Committee Monday, November 26, 2018, the following decisions were made:
- The 2018 Semi-Annual Report from the Buffalo Pound Water Treatment Corporation Board of Directors was received and filed
- A motion was approved for the City of Moose Jaw to provide three-years termination notice of the existing contract between the City and the Baildon Irrigation District Inc., and for the City to negotiate a new contract with Baildon Irrigation District Inc.
