If you have received a letter in the mail advising you that the Infrastructure Renewal Program is happening on your street, there may be an option for homeowners to replace their sanitary sewer and water lines while this work is underway.

The options for service replacements will be explained to homeowners in the letter notifications they receive and during a yearly open house hosted by the City's Engineering Services division within the Operations department prior to construction starting. Homeowner invitations will be sent through the mail. In addition, the homeowner will be contacted directly by the contractor to determine if they are interested in having their lines replaced during Infrastructure Renewal work before that work commences.

Starting in 2026, Infrastructure Renewal work will be delivered by both the City’s Engineering  Services and Public Works Divisions. Please contact the appropriate division as outlined in your letters if you have any questions.

There is a potential for financing service line replacement through this program.

While the Operations Department – Public Works Division has historically been available for private water and sanitary service line replacements, beginning in June 2026, the City is undertaking a Private Water and Sanitary Service Pilot Program.

This pilot program will allow dedicated contractor services to support private infrastructure needs for City residents and developers while allowing the Operations Department to return its focus to public infrastructure.

The City requires that all private service line work be completed by an approved contractor, as identified by the City of Moose Jaw. The City oversees and maintains a list of approved contractors to provide to residents looking to replace their sanitary and water  service lines.

Steps in This Process Include:

• Homeowner to either email servicereplacement@moosejaw.ca or call the Operations Department – Engineering Services at 306-694-4596 for a list of approved contractors.
• Homeowner to contact the approved contractor(s) for quotes, and decide on the approved contractor to work with.
• Homeowner to enter into a Sewer & Water Agreement with their selected, approved contractor in participation with the City of Moose Jaw, which authorizes the work to proceed.
• Approved contractor to replace service lines as scheduled, with the City to inspect the connection upon contractor request.
• City and approved contractor to coordinate completion of road and sidewalk replacement.

Since contractors are being procured directly by a private party through this process, the City is not authorized to finance this work.

Service line installation as part of development or home construction falls under the same Sewer & Water Agreement process.

The City requires that all service line work be completed by an approved contractor, as identified by the City of Moose Jaw. The City oversees and maintains a list of approved contractors to provide to developers and homebuilders looking to install sanitary and water service lines.

The developer selects the approved contractor from the City of Moose Jaw’s list and then enters into the Sewer & Water Agreement with their selected, approved contractor in participation with the City of Moose Jaw, which authorizes the work to proceed.

The approved contractor is to then install the service lines as scheduled, with the City to inspect the connection upon completion.

The City and the approved contractor are to coordinate the completion of road and sidewalk replacement.

This process now includes the acknowledgement of “half connections”, or situations where the builder’s work is limited to private property. In these instances, connections are made at the property line and do not include work on City property. This will streamline the build process and reduce delays.

Those contractors looking to be added to the City of Moose Jaw’s approved contractors list to undertake service line work will be required to enter into a Licence Agreement with the City.

This five-year agreement requires contractors to meet annual eligibility requirements to maintain approved status.

Sewer & Water Agreements are executed between the City and the homeowner. The agreement includes a clause that authorizes the City to contribute payment to the approved contractor for work completed on the City-owned infrastructure.

The City provides payment representative of the public infrastructure that is replaced. Payment 1 is made upon inspection results and includes the connections to the City mains and backfill up to grade of any trenches. Payment 2 is made upon completion of road reinstatement.

The homeowner and the approved contractor enter into a separate agreement or arrangement reflective of the private infrastructure that will be replaced and addressed.

• Worker’s Compensation Board Clearance Letter (Current and Good Standing)
• Staff Certifications (PME, Safe Trenching & Excavation, Shoring and Confined Space Entry)
• Chlorination, de-chlorination and disinfection plan/procedure
• $100 Licensing Fee
• Vendor Request Form
• Acknowledgement of non-subcontracting
